Objective assessment will be done, document the TDC score as the pre-intervention.

Development of measures for monitoring
Educate ES staff with the result of
pre-intervention in a non-punitive manner.

Interventions will be a standing
agenda for ICC
Objective monitoring should be performed at lease 3 times a year

Consideration of the feasibility of moving to the level II program by
ICC.
The results will be used in ongoing education and feedback to ES staff
and shared more widely
