In response to the current confirmed human outbreaks of influenza A (H1N1) overseas, the Executive Yuan established the Central Epidemic Command Center in accordance with Article 17 of the Communicable Disease Control Act.The first meeting held by the Central Epidemic Command Center was convened by the Minister of Health, Ching-Chuan Yeh, at 9 am on April 28, 2009. The following five decisions were reached in the meeting:
1. The Ministry of Foreign Affairs and the Department of Health will increase the level of travel warning and reinforce border control simultaneously.
2. Medical supplies, including face masks and antiviral drugs, will be restocked.Emergency stock of vaccine will be produced immediately.
3. For proper communications with the public, the National Communications Commission (NCC) will be in charge of requisitioning television channels according to Taiwan’s SARS experience.
4. All government agencies will be asked to draft special budget according to the pandemic preparedness plan to be presented in the next meeting.According to Article 83 of the Budget Act, the request for special budget will be submitted to the Executive Yuan.
5. All city/county governments will be asked to establish local epidemic command centers within 24 hours.
The agencies participating in the meeting included the Ministry of Foreign Affairs, the Ministry of Interior, the Ministry of Transportation and Communications, the Council of Agriculture, the Ministry of Economic Affairs, the Ministry of Finance, the National Communications Commission (NCC), the Government Information Office, the Directorate General of Budget, Accounting and Statistics, the Ministry of National Defense, and the Department of Health: the Bureau of Medical Affairs, the Bureau of Pharmaceutical Affairs, and the Hospital Administration Commission.
