On September 23, 2009, the Central Epidemic Command Center (CECC) stated that the pandemic influenza A (H1N1) vaccine priority list consisting of twelve categories in pecking order has been confirmed.Health-care personnel who are involved in pandemic response or who deliver essential health, including personnel who participate in pandemic response at the central and local epidemic command centers, make up the second category of the vaccine priority list. The second category of the vaccine list include the commander-in-chief of CECC, Vice Premier of Executive Yuan Li-Luan Chu, the commander of CECC, Minister of Health Chih-Liang Yaung, and the vice commander of CECC, Deputy Minister of Health Shan-Chwen Chang.Since President Ma, the Vice President and the Premier of the Executive Yuan are not personnel at CECC, they are to receive the vaccine according to the priority list just like the general public.

On the other hand, one of the decisions reached at the twenty-third meeting held by CECC is that all workers involved in pandemic response at CECC will receive the locally manufactured pandemic influenza A (H1N1) vaccine that has been clinically tested safe and effective to increase public confidence in the vaccine.

Further, on September 23, 2009, President Ma said that he is very willing to follow the vaccine priority list formulated by CECC and will volunteer to receive the vaccine to increase public confidence in the locally manufactured vaccine if necessary.Nevertheless, all workers involved in pandemic response at CECC, including Vice Premier of Executive Yuan Chum, will be among the first recipients of the vaccine. Therefore, it will be unnecessary for the President to receive the vaccine first.
