The plan was lasting the phase I plan to show the national policies of influenza pandemic control. In order to minimize the mortality, economic loss and social impact of influenza pandemic, we execute those strategies such as increase the stockpile of pre-pandemic vaccine and antivirals, promote the quality and capability of communicable disease medical network, maintain the stockpile of PPE, strengthen risk communication, combine the recourses of communities, and set up the disease control structure.
