In response to the Taroko Express No. 408 train crash, the Central Epidemic Command Center (CECC) announced that it implemented the 0402 Taroko Train Accident Special Program for Overseas Relatives of Victims to allow overseas relatives of those who died or were injured in the April 2 train accident to visit family members who were injured or attend funerals in Taiwan.

A. Overseas relatives must abide by the following before boarding:
1. Those who arrive in Taiwan without symptoms are exempted from presenting a negative COVID-19 RT-PCR test report issued within three days before boarding; they should complete the Entry Quarantine Affidavit and provide the remarks of "0402 train accident special program" to explain the reason for not providing a test report; this can facilitate handling procedures of airlines.

2. On the date of the flight to Taiwan, they should log into the Quarantine System for Entry to make the online health declaration and should contact the local government to make home quarantine arrangements.

B. After arrival, overseas relatives should have a Taiwan SIM card to receive text messages on their mobile phone. Those without symptoms will take a designated taxi arranged by airport personnel to Taoyuan General Hospital for COVID-19 testing, and will then take a designated taxi or vehicle from the hospital to their destination. Individuals with symptoms will have their deep throat saliva specimen collected and be transported to a group quarantine facility according to the current epidemic prevention measures; they may take a designated taxi or vehicle to their destination after acquiring two negative test results.

C. After arriving at the destination, they should apply to visit patients or attend funerals according to related regulations:
1. Individuals who receive testing on the day of their arrival or during their first four days of the isolation or quarantine period, after receiving a negative test result, may submit a request to the local health authority to visit family members who were injured or attend a funeral within two days after they undergo the COVID-19 test.
2. Those who undergo a COVID-19 test on or after the fifth day of the isolation or quarantine period may submit a request to the local health authority to visit family members who were injured or attend a funeral within three days after receiving a negative test result.
3.If they still need to go out after the first request, they may follow the abovementioned procedure to submit another request; there are no restrictions on the permitted number of requests.
4. They may go out to visit injured family members or attend or organize a funeral once each day for which the duration may not exceed four hours (excluding travel time) at a time; they may not stay overnight at a place other than their quarantine location.
5. They may not take public transportation when going out. They must wear a mask at all times, maintain social distancing, practice hand hygiene, and other personal protective measures.

D. All of testing fees, including registration fee and medical consultation fee, incurred by them in attending funerals or visiting patients during their stay in Taiwan will be paid for by the CECC.
