On February 24, the Central Epidemic Command Center (CECC) announced that the special conditions for non-R.O.C. nationals to enter Taiwan and the protective measures for non-R.O.C. nationals transiting in the country to follow at Taoyuan International Airport would be restored starting from 00:00 am on March 1 (local time at the flight origin). Related details are listed below.

 A. Non-R.O.C. nationals meeting the following criteria may enter Taiwan:  

   a. All non-R.O.C. foreign nationals (foreign nationals and people from Hong Kong, Macao, and Mainland        China included) who hold a valid Alien Resident Certificate (ARC) are allowed entry.

   b. Foreign nationals who don't hold an ARC may apply for a special entry permit with an R.O.C. overseas mission for reasons other than tourism and regular social visits.

   c. People from Mainland China, Hong Kong and Macao:

       1. People from Mainland China: they may apply to enter Taiwan if they hold an ARC; for humanitarian reasons or emergency situations (e.g. attending a funeral or visiting a severely ill relative); when they are the spouse or the underage child of an R.O.C. national; when they are the Mainland Chinese spouse or underage children of a foreign national residing in Taiwan (accompanying the foreign national); when they are students who have received approval from the Ministry of Education; when they are international health professions who have received approval from the Ministry of Health and Welfare; or when they are persons allowed entry under special programs.

       2. Hong Kong and Macao residents: they may apply to enter Taiwan if they hold an ARC; for humanitarian reasons or emergency situations (e.g. attending a funeral or visiting a severely ill relative); when they are the Hong Kong and Macao spouse or underage child of an R.O.C. national; to fulfill contractual obligations; as part of internal transfers within multinational enterprises; when they are students who have received approval from the Ministry of Education; when they are international health professions who have received approval from the Ministry of Health and Welfare; or when they are persons allowed entry under special programs.   B. Transits will be allowed at the Taoyuan International Airport, but passengers transiting in Taiwan shall abide by the disease prevention measures set forth by the Ministry of Transportation and Communication (MOTC). Transit passengers must arrive in and leave Taiwan on flights operated by the same airline group, and their stopover time may not exceed eight hours. Other related protocols concerning seating arrangements and flow routes of transit passengers must also be followed.

Non-R.O.C. nationals who wish to enter Taiwan on a flight or transit in Taiwan must present a certificate of a negative COVID-19 RT-PCR test result issued within three days prior to the flight schedule time before boarding the flight to Taiwan; those who enter Taiwan shall arrange quarantine accommodation (a quarantine hotel or a residence pursuant to the one person per residence rule) before visiting the country. Such travelers must also complete the online health declaration on the Quarantine System for Entry and make relevant affidavits to meet related requirements. Entry restrictions and quarantine measures will be adjusted on a rolling basis depending on the status of the pandemic and effectiveness of those measures.
